Cultural Reconnaissance is assisting the Olympia Oyster Company with three-way negotiations of a Memoranda of Agreement between the client, the State of Washington, and the United States Army Corps of Engineers under Section 106 of the National Historic Preservation Act.  Responsibilities include crafting stipulations for the negotiating team; and representing the client in both formal and informal negotiations of the legally binding agreement. Through negotiation, Cultural Reconnaissance was able to reduce the client’s stipulated mitigation costs by 45 percent. 



In 2020, Cultural Reconnaissance began working on a slate of stipulated projects negotiated in the MOA.  No significant changes occurred with the Olympia Oyster account during the year 2021 due to COVID. However, the USACE did issue the requested Corps permit. Cultural Reconnaissance is responsible for providing a context of the Oyster industry sometime in the next three years. Additional milestones are programmed to be completed by 2027.
